Chapter 374 Night Returner

Chapter 374 Night Returner (Subscribe for monthly tickets)
The eve of Qingming Festival.

The land and factory building that Zhang Yunqi had been dreaming of using to set up a new electronics factory were finally secured.

Over the past three years, Jiangchuan City has been vigorously promoting the reform of state-owned enterprises. After the great success of the restructuring of the Longjingyuan Cannery, the formal establishment of the Municipal State-owned Investment Corporation, and the dispute over the route of bankruptcy and reorganization of the Red Star Electronics Factory, Yang Jiarong, the brain of Jiangchuan City, promoted the first privatization reform of a state-owned enterprise in 1993 when various cities and counties in southern Hunan Province were still struggling with the issue of whether the reform of state-owned enterprises must "touch" property rights, becoming the first person in the province to dare to take the lead.

Due to the continuous growth of the industrial chain including the Longjingyuan Industrial Park controlled by Zhang Yunqi, its parent company Liansheng Group, the upstream agricultural product raw material supplier Huafeng Company, and the downstream Zhangji Catering Company, Jiangchuan City has absorbed a large number of jobs, boosted finances, and brought abundant economic income to tens of thousands of farmers. As a result, Yang Jiarong has achieved great results and reputation in the province.

At present, Yang Jiarong is undoubtedly a pioneer in the great wave of state-owned enterprise reform in southern Hunan Province in the 90s. Jiangchuan City is an excellent experimental field for revitalizing state-owned enterprises and developing a market-oriented economy. Relevant typical experiences and cases have flown to the provincial capital Lijin and the capital like snowflakes, and landed on the desks of leaders of various important departments. Relevant media reporters and various cities and counties who hope to learn from them have come in waves.

Jiangchuan, a small southern city that had been unknown for many years, was shining in central China in 1995, riding on the wave of tax-sharing reform and the spring breeze of establishing a modern enterprise system when China's reform and opening up reached this point in time.

At present, Yang Jiarong, the helmsman of Jiangchuan City, has absorbed a lot of Zhang Yunqi's experiences and lessons from later generations. Regarding the reform of state-owned enterprises in Jiangchuan City, he has clear ideas and has formulated a three-step strategy.

The first step is to set up a state-controlled shell company. Now Jiangchuan State Investment has already been established. It is considered completed.

The second step is to use the municipal state-owned investment to reform the state-owned enterprises below, firmly control the advantageous industries, and prevent the loss of state-owned assets. The current chairman of the municipal state-owned investment, Zhao Jianqiang, is fully implementing his will and ideas, targeting the two most prominent constraints of legacy debts and the placement of redundant employees, crossing the river by feeling the stones, and restructuring the enterprises below that need bankruptcy and reorganization, those that need shareholding reform and those that need contract management.

Typical cases include the bankruptcy reorganization of Hongxing Electronics and the entrusted operation agreement reached between 46 canning factories in the city and Liansheng. The joint operation model between the 46 canning factories and Liansheng has achieved remarkable results. However, although the bankruptcy reorganization of Hongxing Electronics has been implemented, subsequent boycotts and disputes have already followed.

The lawsuit between the Municipal State-owned Investment Corporation and the Phoenix City Group over the land of the Red Star Electronics Factory was no different from what Zhang Yunqi had originally envisioned.

This is destined to be a marathon tug-of-war.

For the Municipal State-owned Investment and Phoenix Group, whoever dares to take a step back will fall into an abyss. Senhai, a subsidiary of the Municipal State-owned Investment, which was forced to bear huge restructuring costs, has no way to sell Red Star Electronics at a low price. And Phoenix Group, which has loaned 4300 million yuan for a single project of Red Star Electronics and spent money all the way, has been forced to the edge of the cliff and has no way to retreat.

In a sense, the outcome of this lawsuit will leave a significant mark on the privatization process of state-owned enterprises in Jiangchuan City and even in southern Hunan Province.

Yang Jiarong's third step was to control the advantageous industries after the restructuring of state-owned enterprises and to efficiently revitalize the large amount of idle industrial land and factory buildings accumulated after the restructuring.

The industrial land here is mainly divided into two categories.

One type is the high-quality land resources in the city. There are two ways to activate them. One is to develop various professional markets according to local conditions to boost the real economy, such as the Yuxianli Tourist Night Market led by Zhangji Catering Company; the other is to promote the overall development of commercial real estate through planning high-quality land through bidding and auction.

This is different from the way Phoenix City Group swallowed up the Red Star Electronics Factory to develop commercial real estate. Phoenix City Group planned to develop the land of Red Star Electronics Factory by bypassing the bidding process. Gao Shan started with the reform of state-owned enterprises by joining forces with foreign capital, and avoided the huge value-added fees of changing industrial land to commercial and residential land. At the same time, a series of taxes such as business tax, land value-added tax, corporate income tax, stamp duty, etc. were all exempted. And because there was no bidding process, he acquired the land exclusively, which could lower the land transfer fee, thus leading to the loss of state-owned assets, and he was criticized for this.

Another type of industrial land is those poorly managed small factories in the suburbs. Many of them are township enterprises that emerged in the 80s. They failed to keep up with the pace of market-oriented economic development and were eliminated. These suburban factories and land had no great development value at the time and could be transferred and sold.

The factory that Zhang Yunqi took was located on this type of land.

The factory used to make canned fruits, called Zilin Canning Factory, which was a collective enterprise in Ziyun Town, Nanhu District. The performance was not very good, and there were complicated triangular debts. Later, under the leadership of the city, it was contracted and operated by Liansheng Group, so both parties were old acquaintances. Zhang Yunqi promised to meet for the first time, but he had to focus on studying during the period before the college entrance examination and had no time to participate in this matter. It was Wang Guibing who took Zhang Yunqi's female secretary Yang Jin to discuss the acquisition of Zilin Canning Factory with the town leaders of Ziyun Town.

The Ziyun Cannery is only about 40 acres in size. At that time, industrial land in the suburbs had little development value and the price was low. Wang Guibing agreed to relocate the employees of the Ziyun Cannery into the industrial park of Liansheng Group, take over the triangular debts, and sell the entire cannery, including the fruit canning production line, for one million yuan.

The two sides knew each other well, Liansheng was the largest agricultural enterprise in the city, and it was well-known in southern Hunan Province. The management of Zilin Canning Factory could also work in the industrial park under Liansheng. With such favorable conditions, they had no reason to disagree.

At the same time, Wang Guibing took Yang Jin, Liu Dongsheng, the former director of Red Star Electronics Factory, and Wu Rong, the general manager of Sennheiser Group under the Municipal State-owned Investment Corporation, to negotiate to transfer all of Red Star Electronics' production technology, movement audio head production equipment and production lines to Zhang Yunqi's new company.

This was the condition promised by Zhao Jianqiang when Zhang Yunqi first became involved in the Red Star Electronics dispute.

The process was naturally quite smooth.

In fact, in terms of the current corporate ecology in Jiangchuan City, if Zhang Yunqi wanted to start a company, and an electronics company with annual sales of billions in the future, matching capital loans, taxes, talent and land allocation benefits seemed to be just a matter of words. However, the necessary procedures had to be followed in compliance, and he did not leave out any of the employees who needed to be resettled, and he offered the generous conditions he could, and did not compete with the city, district, or town for any petty profits.

The bigger the business, the more valuable the feather.

The name of the new company was decided by Zhang Yunqi, who had thought of it long ago. It was called United Times Electronics. He currently holds 100% of the shares and serves as the legal representative and chairman.

As for the position of general manager of this new company, which everyone could see Zhang Yunqi attached great importance to and had a bright future, just when the two senior management systems of Lianzhong and Liansheng, headed by Yu Lin and Li Jilin, thought that the position would fall to Liu Dongsheng, a tall and thin young man came to Jiangchuan in the spring night of 1995.

It was late at night when he walked out of the train station.

He stopped a taxi on the roadside and told it the address. The taxi drove away from the train station and passed through the streets and alleys of Jiangchuan. The driver chatted with him: "Brother, from your accent, you must be from the coastal area. Where are you from?"

The young man said: "Xiangshan."

The master said: "Xiangshan is a good place. Why did you come to Jiangchuan? You are here for a blind date, right?"

The young man looked out the window at the night and smiled: "Yes, I'm here for a blind date. Maybe you know it. It's quite famous here."

The master became interested: "Tell me, what is her name?"

The young man said: "Zhang Yunqi."
